Open Quantum Safe describes itself as software for the transition to quantum-resistant cryptography, and states that it is part of the Linux Foundation's Post-Quantum Cryptography Alliance, which was established in February 2024. It splits its work into two lines: liboqs, an open source C library of quantum-resistant algorithms, and integrations of that library into protocols and applications, OpenSSL among them.
