Germany's federal information security authority, and its published position on post-quantum migration.
Why this is listed
It publishes its own recommendations, Technical Guideline TR-02102-1 and two longer documents, which is a national authority stating a position rather than restating someone else's.
The BSI states that migration to post-quantum cryptography should be pushed forward, and carries its recommendations in Technical Guideline TR-02102-1, which it says holds up-to-date recommendations on quantum-safe key agreement and signature schemes. Two longer documents sit alongside it: Migration to Post Quantum Cryptography, from April 2020, and Quantum-safe cryptography: fundamentals, current developments and recommendations, from December 2021.
Its stated position is that post-quantum schemes should only be used in combination with classical schemes, hybrid, where that is possible, and it names a hybrid of two or more post-quantum schemes as an option. It has also co-signed a joint statement on post-quantum cryptography with other European states, dated November 2024, and it assesses quantum key distribution as technologically limited and not mature enough for general deployment. That last judgement is about a different technology from post-quantum cryptography, and the two are confused often enough to be worth separating here.
