PQUIP is a working group in the IETF's security area. Its charter describes it as a standing venue to discuss post-quantum operational and engineering transition issues, and as a venue of last resort for post-quantum issues in IETF protocols that have no maintenance working group of their own. Its output is documented guidance published as Informational or Best Current Practice RFCs.
What PQUIP explicitly does not do
The charter states that the working group will not update existing protocols, specify new protocols, define new cryptographic mechanisms, or assess whether a given mechanism is quantum-resistant, and that it relies on the CFRG and NIST for those. Reading PQUIP as the place where post-quantum protocol work happens misplaces most of the work.
