Why this is listed

Its charter never says post-quantum, but it has submitted hybrid key exchange in TLS 1.3 to the IESG, so the normative post-quantum work is in the milestones rather than the remit.

The TLS working group was chartered in 1996 and has produced the versions of TLS and DTLS along with their extensions and cipher suites. Its stated charter goals are applicability for emerging protocols and constrained use cases, improved security, privacy and deployability, and maintenance of current and previous versions.

The charter text does not use the words post-quantum. Its completed milestones do include submitting Hybrid key exchange in TLS 1.3 to the IESG, which is the mechanism most deployments reach for first. Noticing the gap between what a charter says and what a group has shipped is worth the two minutes it takes, in this group and in others.
