A practice guide rather than a specification, so it qualifies as programme work rather than as a normative publisher, and it is a NIST primary document rather than a summary of one.
The National Cybersecurity Center of Excellence, part of NIST, publishes SP 1800-38, Migration to Post-Quantum Cryptography: Preparation for Considering the Implementation and Adoption of Quantum Safe Cryptography. NIST states that advances in quantum computing could compromise many of the cryptographic algorithms in wide use, necessitating replacement with quantum-resistant ones, and that the project works with industry and government partners on preparing for that migration.
The initial preliminary draft is dated April 2023, and NIST states that it will be updated and joined by additional volumes released for comment as the project progresses. It sits beside the standardisation project rather than inside it: FIPS 203, 204 and 205 say what the algorithms are, and this says what an organisation does about them.
